     The paternalistic stance of government in making decisions in secrecy or without the informed consent of the citizenry is a betrayal of democracy, and it happens when government is not truly democratic. The same situation has happened in the USA, where the government wages war based on lies, propaganda, and the assertion that government knows better than the citizenry, so "shut up and do what we tell you." 
     Democracy is in retreat all over the world because 'democratic' governments have actually become fascist, and fascism is developing a global network. The new alliance between the USA and India is part of that global fascist network.    -- GF
